
Libby Devlin has long held a passion for conserving nature, protecting wildlife, and preserving historic structures and open spaces. Though born and raised in New Jersey, where she also raised her family, Libby has always felt deeply connected to Leesburg and Loudoun County as a sixth-generation owner of Rockland Farm, where her Rust ancestors resided. In 2013, Libby and her husband, Nick, moved to Rockland to care for the farm and her parents, Harry and Betsey Brown.
Two of their adult children also live at Rockland: Abby, who works in trail development for Loudoun County Parks and Recreation, and Sage, who grows and sells sustainable flowers. Together, their family remains actively engaged in land stewardship and community life.
Libby has a strong interest in native horticulture, gardening and landscaping for wildlife. She is a member of two local garden clubs dedicated to conserving the natural beauty of Virginia and served as Treasurer of the Leesburg Garden Club. In that role, she sat on the Finance Committee that awarded funding to Loudoun Wildlife Conservancy to establish a native pollinator garden with educational signage along the W&OD Trail in Leesburg.
A member of Loudoun Wildlife since moving to Leesburg, Libby enjoys hosting bird counts and other events at Rockland. Since 2014, she has led a collaborative effort with neighbors to restore the Limestone Branch, which flows through the farm, with a goal of enhancing stream and wetland habitat for native flora and fauna.
Libby holds an MBA from Columbia University and has served in leadership roles on various boards and committees focused on smart land use, conservation and historic preservation. She and Nick are also known for their creative spirit and love of celebration—hosting memorable events, parades, and parties at both Rockland and their previous home in Mountainville, NJ.
